No. This is the real convenience of PBNs - you are billed directly for the calls that you make. Your roommate has a separate PBN, so they will receive a separate bill for all of their calls. Plus, if your roommate doesn't pay their bill, your phone service will not be interrupted.

Yes. Your PBN can be used from any phone on campus that has the ability to make calls outside of the phone system. This is another convenient feature of the PBN - you can call out from nearly any phone on campus, and not have to worry about repaying someone or having unknown charges show up on your bill from calls other people make from your line.
Stop by the Telecommunications Office and ask to have it changed. Your bill can be reviewed if you think that someone may have been using your PBN without your permission.
